Charles Boecker has 20 years of experience in land development and construction management. He is results- and value-engineering driven with comprehensive residential, commercial and municipal project experience. He is proficient at all aspects of site development engineering, cost estimating, and contract administration. Charles’ primary responsibilities with DTC are AutoCAD design, including storm drain design, grading, erosion control, road design, and utility design. Over the course of his career, Chuck has been involved in several significant subdivision design projects involving engineering and design services. Charles acquired a significant amount of transportation/civil engineering experience in Maryland from 1985-1998, where his final position was as President of Development Solutions, acting as a consultant for land development and construction projects in Maryland and Virginia. Since relocating to North Carolina, Charles has served as Senior Project Manager for Evans Engineering in Greensboro, NC, where he was responsible for the engineering management and construction contract administration. He also managed city participation projects, NCDOT widening projects, Corps of Engineer/DENR permit approvals, and prepared site development engineering plans for both commercial and residential projects in the Triad area. One of Chuck’s major project responsibilities included The Villages at Reedy Fork, a 1,600 acre mixed use development in Greensboro’s jurisdiction, including all subdivision plan design, engineering design, survey coordination, contract preparation, contract administration, city participation agreements, coordination with review agencies and future land planning.
