Downtown North Wilkesboro Traffic and Streetscape Study, North Wilkesboro, NC
This project began in December 16, 2008 and involved Davenport Transportation Consulting’s (formerly JDE) professional services for the North Wilkesboro Downtown Traffic and Streetscape Study. The study consisted of the conceptual planning for traffic and streetscape improvements on Main Street with an emphasis on converting Main Street from its current one‐way configuration into a two‐way street from 6th Street to the intersection of the CBD Loop. 
The scope of services involved two phases: Phase 1 of the study involved traffic volume data collection, baseline analysis and development of alternatives for the downtown area. Davenport Transportation Consulting (DTC, formerly JDE) was tasked to provide traffic modeling and analysis on all the study intersections under the specified future alternatives that addressed one‐way and two‐street configurations. We presented advantages, disadvantages, impacts and other considerations with regard to roadway improvements. For each alternative we determined the improvements that may be required to accommodate the impacts of background and rerouted traffic. John Davenport Engineering also performed traffic signal warrant analyses at five intersections.
Phase 2 of this study involved selection of preferred alternatives and development of cost estimates, as well as the development of a Master Plan for the selected alternative from the traffic study. In addition to the traffic study, Phase 2 also proposed developing recommendations for parking, a pedestrian network, gateways, design standards, wayfinding, and enhancement of future urban redevelopment parcels. The Phase 2 process examined linkages, themes, developmental concepts that would influence future land use decisions, physical relationships, infrastructure improvements, key amenities to enhance public perceptions including streetscape improvements, open spaces and design features, strategic incentive projects, and financial and regulatory decisions. Phase 2 also allowed for NCDOT, town officials, and other stakeholders to be involved with the master planning process.
