Mr. Fleming has 30 years experience in transportation engineering and design. He has project experience in residential, commercial, industrial, institutional, Department of Defense, United States Postal Service, rehabilitation, reconstruction, design-build, prototypical/site design criteria development and site adaptation rollout projects. He has experience with NCDOT roadway & highway design & permitting, including control-of-access issues. He also has extensive experience in general land development engineering & permitting, including street improvement design, pedestrian design accommodation (sidewalks & handicap accessibility); grading, sewer, water, storm drain (hydrologic and hydraulic), erosion and sedimentation control design; NPDES design and documentation (NOI’s and SWPPP’s); site planning; legal map (plat) preparation (tentative, preliminary and final); right-of-way & easement document preparation (plats, legal descriptions and grant deeds); structural design (buildings and retaining walls); specification preparation; plan and permit processing; cost estimating; bonding coordination; contracts; construction administration; as-built (record) plan preparation, processing for final acceptance of public facilities and coordinating release of security; coordination with clients, consultants, architects and governmental agencies.
