Mr. Wallace is the Director of Transportation Planning with over 24 years of traffic operations and roadway planning experience, including 5 years with VDOT’s Traffic Engineering Division. He has experience in all facets of traffic engineering including traffic control device design, traffic operations, traffic safety, parking design and analysis, traffic calming and interchange analysis. Many of the projects Joe manages in the Richmond area and throughout the state include a combination of traffic engineering and site design issues. Additionally, his infrastructure work has required extensive public involvement, due to the critical nature of those projects.  He has extensive experience in traffic signalization, signing and pavement markings, roadway lighting design, culvert and storm sewer design, pavement design and roadway geometric design.  Over the last four years Joe has been involved in the management of Homeland Security Projects which include both public and private clients and relates mostly to access and facility force protection.  He is proficient with transportation-related software including Corsim, SYNCHRO, CORFLO, HCS and INTRAS.

  • Hampton Roads Truck Study, Hampton Roads, VA – Project Manager for firm’s provision of 48-hour classification counts at 64 locations for VDOT, and traffic control throughout the Hampton Roads area
  • King William Sand and Gravel Co., Inc., King William Co., VA - Project Manager for firm’s design of left/right-turn lane improvements for quarry project, traffic signal design for the intersection of State Route 604 at US Route 360, and VDOT coordination
  • Town of South Hill, VA – Project Manager for firm’s traffic signal modification, removing existing detector loop equipment and replacing with camera detection at the intersections of Mecklenburg Street and Danville Street, and Atlantic Avenue and Mecklenburg Street in the Town’s central business district
  • Bernard Road Corridor Study, Town of Rocky Mount, VA – Project Manager for firm’s provision of transportation planning and operations services for Bernard Road between School Board road and Rte. 220 (volume, classification, speed, origin and destination of vehicles, and traffic calming recommendations.)
