City of Greensboro, NC City Council Approves The Province at Greensboro Development

City of Greensboro City Council voted unanimously (8-0) to approve The Province development on April 6, 2010. Edward Communities, an Ohio-based developer is expected to redevelop Newman Machinery industrial site into The Province, a 219 unit student housing development to be located off Spring Garden Street and Fulton Street near the University of North Carolina Greensboro (UNCG). See Exhibit below. The original site plan which was opposed by nearby College Hill residents went through a series of adjustments to make it more compatible with the surrounding College Hill neighborhood. Some of the adjustments included decreasing the height of some apartment buildings, adding fences and landscaping.

In September 2009, Davenport Transportation Consulting (DTC) was retained to carry out a transportation impact analysis (TIA) for the Province at Greensboro. DTC analyzed six (6) intersections within the vicinity of the study area and provided recommended improvements for roadway capacity and safety. This study involved working with the City of Greensboro (GDOT), Edwards Companies, and the College Hill residents to develop transportation solutions that would not have any detrimental effect on transportation capacity within the study area. The TIA was approved by GDOT in December 2009. It is expected that this infill development will revitalize the area. Construction of the Province at Greensboro is scheduled to begin later this year.

Construction on The BB&T Baseball Stadium

Off-site Improvements near completion near downtown Winston-Salem.

By: Davenport Transportation Consulting

The first game at BB&T Ballpark will be the home opener for the Dash on April 13 at 7 p.m. and the construction crews are hustling to complete the off-site improvements designed by Davenport Transportation Consulting (aka John Davenport Engineering) so the expected congestion can be managed. Improvements include new signals on Broad Street at each of the Business 40 on/off ramps. Both off-ramps from Business 40 to Broad Street are being striped to provide two lanes at each of the signals.

You will be happy to know that each of these signals will be interconnected so they will communicate with one another, so they can be programmed to move and control traffic in the most efficient manner. A detector (induction loop) will be positioned at the bottom of each off-ramp to pre-empt signal function and facilitate immediate clearing of congestion, should the ramp stacking ever threaten backup onto Business 40.

A new asphalt-concrete overlay on Broad Street will provide a fresh look and a clean slate for restriping to a five-lane section (2 through-lanes N & S, plus a turn lane) between the southerly signal and West 1st Street on the north, where some associated signal modifications were also required.

The City is self-performing this work, along with some other repaving work, as well as some sidewalk and wheelchair ramp improvements to make the new stadium area pedestrian friendly.

Rocky Mount Computerized Traffic Signal System

In October, 2009 a team including Davenport Transportation Consulting (DTC, formerly John Davenport Engineering, Inc.) was selected to prepare detailed plans and electrical and programming details for the rehabilitation/expansion of the Rocky Mount Computerized Traffic Signal System.

This project includes upgrading the existing signals in Rocky Mount to new 2070 Controllers and associated 330 Type Cabinets, upgrading all pedestrian signals to countdown signal head displays and upgrading all signal displays and local intersection timing to the most current NCDOT and FHWA standards. This project was awarded by the North Carolina Department of Transportation. The traffic signal designs and associated electrical details on this project are particularly complex as many include a combination of railroad preemption and emergency vehicle preemption.

These complex designs are unique and require a high level of expertise in both traffic signal design and electrical and programming detail. The project team was awarded this project with Notice to Proceed expected in April of 2010.

A controversial 26 acre development proposal near Oleander Drive and Greenville Loop Road was approved by City Council on January 5, 2010.

Project opponent’s concerns focused mainly on traffic impacts. Various traffic modeling simulations were shown during the public hearing which alleviated perceived concerns. The recommended roadway improvements were presented in detail and demonstrated that traffic operations in the project vicinity would be significantly improved even with additional cars from the development.

In certain instances, traffic modeling simulations can be a very valuable tool for communicating information during presentations.

Please click here for full article.
