The Town of Blowing Rock was proactively planning to build two new parking decks.  The primary purpose of the study was to determine what the impacts on local traffic circulation and traffic patterns would be.  Additionally, town officials wanted to know where the traffic was likely to increase and what mitigation measures they should consider as well as recommendations on signage and parking management during peak visitor times.  Davenport Transportation Consulting (DTC, formerly JDE) conducted an exhaustive parking study to determine peak demand, typical demand and made recommendations accordingly.    A public meeting and presentation were critical parts of this project.
